An Act to accustom and re-regulate statuses and presidential awards subsequent to the launch of the Unity client, and for other purposes.

This Act will take effect upon the day of its proclamation.

Be it enacted by the Senate and House of Representatives of the Habbo White House in Congress assembled,

Part 1: Short title

  1. This Act may be cited as the "SUPERSTAR Act 2021" or the "Subsequent to Unity Primitivity: Effectuating and Reforming Statuses To Accustom and Re-regulate Act 2021".

Part 2: Digitization Effort

  1. The Authority (as defined in P2 of the STAR Act 2020) and the EOP shall work on the digitization effort of digitizing any status as outlined in the STAR Act 2020, any award as outlined in the Presidential Awards Act 2019 or the Congressional Gold Medal as outlined in the Expanded Legislative Measures Act 2020 of anyone who has legally obtained them before the commencement of this Act, their membership (or lack thereof) of any corresponding habbo group notwithstanding.
  2. "Website tool" shall, in this part, be defined as the tool (as established in P2, S4 of the STAR Act 2020, S5(2) of the Presidential Awards Act 2019 and P3, S1(4)(2)(2)(1) of the Expanded Legislative Measures Act 2020) granted to the Authority (as defined in P2 of the STAR Act 2020) and the EOP.

Part 3: Amendments

  1. The STAR Act 2020 is amended—
    1. In P1, S1, by revising "Sufficient Tactical Regulations for Veterans Act of 2020" to state "Status Touchstone and Admission Regulations Act 2020".
    2. In P1, by revising it to state "Part 1 - Short title".
    3. In P2, by revising it to state "Part 2 - Authority".
    4. In P3, by revising it to state "Part 3 - Admission and Removal".
    5. In P4, by revising it to state "Part 4 - Consultatory Veterans".
    6. In P5, by revising it to state "Part 5 - Amendment provisions".
    7. In P5, by revising "II" to state "2", "III" to state "3" and "IV" to state "4".
    8. In P3, S1, by revising it to state "There shall exist statuses in the White House, for which the following admission requirements shall apply:".
    9. In P3, S1, by inserting a new subsection to state the following:
      1. "Special Donator
        1. Must have donated an amount of credits set by the Board of Trustees to the Treasury."
    10. In P3, S1(2)(3), by inserting a new subclause to state "Recommendations may only be obtained during active employment at the White House; in any other instance, the application shall be frozen until the respective member has re-entered employment at the White House.".
    11. In P3, S3, by revising it in its entirety, renumbering subsequent sections accordingly, to state the following:
      1. "Once an individual has reached all the requirements in accordance with Section 1 of this Part, they shall be considered to have attained the corresponding status.
      2. The Authority shall operate a website tool, as provided by NARA, to log the admission and removal of an individual’s statuses and must use said tool when an individual gains admission to, or is removed from, a status.
        1. Once an individual has their attainment of a status logged using the tool, they shall be considered to have the corresponding status and appear on a list on the website as determined by the NARA.
        2. The EOP shall also have access to operate the website tool."
    12. In P3, insert a new section to state the following:
      1. "Removal of Statuses
        1. The Authority shall have the power to initiate proceedings to remove an individual’s status, as laid out in Section 1 of this part, provided they have just cause for removal.
          1. A single removal proceeding shall be permitted for the removal of several or all statuses, as established under Section 1 of this Part, of an individual.
          2. "Just cause" in this Section shall be defined as a violation of statute law which negatively contributed to the atmosphere of the White House.
        2. Before anyone’s status can be removed, the removal must be approved by the following:
          1. The Authority under this Act;
          2. The President;
          3. At least one member of the Board of Trustees;
          4. At least two of three members of the Supreme Court in a hearing.
        3. At the hearing, the Authority shall provide information and evidence as to why the individual should have their status removed; the individual, whose status is to be removed, may also attend the hearing to present information and evidence as to why their status should not be removed.
          1. All evidence must be legal and valid in accordance with law and must contain proof of the alleged charges; if the evidence is not legal, the Authority may resolve itself into an Ethics Board in accordance with P7, S1 of the Prosecution Act 2019, wherein "the Court" shall refer to members of the Supreme Court.
        4. The members of the Supreme Court must not be biased, and shall take into consideration all the evidence, or lack thereof, and the arguments of the Authority and the individual, whose status are to be removed, when making a decision.
          1. Any Supreme Court member shall recuse themselves if they are somehow involved or biased.
        5. The Authority shall rule on whether to authorize or not authorize the removal, a simple majority or unanimous agreement shall be required to reach a verdict.
          1. If the removal is authorized, the individual’s status shall be removed.
          2. If the removal is not authorized, the individual’s status shall not be removed.
          3. If the removal is for several statuses, the authority shall rule separately on the different statuses.
        6. An individual whose status has been removed through the process laid out in this subsection shall have the right to appeal in a manner defined under the Prosecution Act 2019.
          1. A successful appeal shall restore any status removed.
        7. An individual may also have statuses removed as part of a settlement agreement or a court punishment."
           
  2. The Prosecution Act 2019 is amended—
    1. In P8, S2(3), by revising it to state "Removal of statuses, as established in the STAR Act 2020, and/or revocation of presidential awards, as established in the Presidential Awards Act 2019".
    2. In P10, S1(1)(2), by revising it to state "Revocation of presidential awards, as established in the Presidential Awards Act 2019;".
    3. In P10, S1(1)(3), by revising it to state "Removal of statuses, as established in the STAR Act 2020;".
       
  3. The Presidential Awards Act 2019 is amended—
    1. In S1, by revising it in its entirety to state the following:
      1. "Presidential Awards
        1. There shall exist presidential awards in the White House, for which the following descriptions shall apply:
          1. The Presidential Medal of Service
            1. The Presidential Medal of Service is awarded to an individual who has provided meritorious service of exceptional significance during their time at the White House.
          2. The Presidential Medal of Honor
            1. The Presidential Medal of Honor is awarded to an individual who has performed with the highest standard of honor during their time at the White House.
          3. The Presidential Citizen Medal
            1. The Presidential Citizen Medal is awarded to an individual who has made a significant contribution to the change and development of the White House during their time at the White House.
          4. The Presidential Medal of Freedom
            1. The Presidential Medal of Freedom is awarded to an individual outside of the Habbo White House who has given an extraordinary contribution to the White House and Habbo Community."
    2. In S3, by replacing it in its entirety with the following:
      1. "Presidential Powers
        1. The President may, and shall be the only one who may, award individuals with presidential awards, if the individual is eligible in accordance with Section 2 of this Act.
        2. The President may remove an individual’s presidential award(s), if the individual has:
          1. Been found guilty of a crime; or
          2. Been censured by Congress in accordance with the Expanded Legislative Measures Act 2020;
        3. The President may introduce new presidential awards via order with the Congress’ consent."
    3. In S4, by replacing it in its entirety with the following:
      1. "Presidential Awards Habbo Groups
        1. There shall be created an habbo group for any presidential award established under this Act unless otherwise specified in the specific order or Act creating another.
          1. The group shall be named after the presidential award, prefixed by "[WH] -";
          2. The description of the group shall be the description issued in S1;
          3. The joining policy shall be locked, requiring admin approval;
          4. Badge admin shall be afforded to members of the Board of Trustees, "WhiteHouse-RC", the incumbent President and the Authority."
    4. In S5, by inserting a new subsection to state the following:
      1. "The Authority shall operate a website tool, as provided by NARA, to log the admission and removal of an individual’s presidential award and must use said tool when an individual is awarded, or is removed from, a presidential award.
        1. Once an individual has their presidential award logged using the tool, they shall be considered to have the corresponding presidential award and appear on a list on the website as determined by the NARA.
        2. The EOP shall also have access to operate the website tool."
    5. In S6, by replacing it in its entirety with the following:
      1. "The Authority
        1. In this Act, "The Authority" shall be defined as the same as in Part 2, Section 1 of the STAR Act 2020.
        2. The Authority shall be granted administrative duties on the Presidential Award badges.
        3. The Authority may only remove an individual from a Presidential Award badge if they are:
          1. Enforcing a court verdict; or
          2. Instructed to do so by the President for a reason specified in Section 3(3) of this act; or
          3. Removing an account which is not an individual’s main account;"
             
  4. The Expanded Legislative Measures Act 2020 is amended—
    1. In P3, S1(4)(2)(2), by replacing it in its entirety to state the following:
      1. "If it concerns an Award, it shall be entered into the awarded individual’s EE:DB and the Congressional Gold Medal shall be presented to the individual in question.
        1. The Authority, as defined in Part 2, Section 1 of the STAR Act 2020, shall operate a website tool, as provided by NARA, to log the awarding and removal of an individual’s Congressional Gold Medal and must use said tool when an individual is awarded, or is removed from, the Congressional Gold Medal.
          1. Once an individual has their Congressional Gold Medal logged using the tool, they shall be considered to have it and appear on a list on the website as determined by the NARA.
          2. The EOP shall also have access to operate the website tool."
             
  5. The Democracy Act 2019 is amended—
    1. In P1, S9(1)(4), by revising it in its entirety to state the following:
      1. "Any employee may run for President, ignoring the requirements for said office, if they:
        1. Hold the Veteran status in accordance with the STAR Act 2020; AND
        2. Are accepted by the BoT, via motion, to run"
    2.  In P1, S9(1), by inserting a new clause to state the following:
      1. "Any employee may run for Vice President, ignoring the requirements for said office, if they:
        1. Hold the Veteran status in accordance with the STAR Act 2020, OR
        2. Hold the Very Important Person status in accordance with the STAR Act 2020, AND
        3. Are accepted by the BoT, via motion, to run"
           
  6. The Employment Act 2019 is amended—
    1. In P3, S2(1)(3), by revising it in its entirety to state the following:
      1. "The person—
        1. Is a former President; OR
        2. Is a former Vice President; OR
        3. Holds the Veteran status in accordance with the STAR Act 2020; OR
        4. Holds the Very Important Person status in accordance with the STAR Act 2020; OR
        5. Holds a presidential award, discounting the Presidential Medal of Freedom, in accordance with the Presidential Awards Act 2019;"
           
  7. The [S(11-08-506) - Groups Act 2019] is amended—
    1. In P1, S3(1)(1)(1), by revising it to state "Must hold the Veteran status in accordance with the STAR Act 2020".
    2. In P1, S3(1)(2)(1), by revising it to state "Must have been awarded the medal in accordance with the Presidential Awards Act 2019".
    3. In P1, S3(1)(3)(1), by revising it to state "Must have been awarded the medal in accordance with the Presidential Awards Act 2019".
    4. In P1, S3(1)(4), by inserting a new subclause to state "Must have been awarded the medal in accordance with the Presidential Awards Act 2019".
    5. In P1, S3(1)(5)(1), by revising it to state "Must have been awarded the medal in accordance with the Presidential Awards Act 2019".
    6. In P1, S3(1)(10), by striking it in its entirety.
    7. In P1, S3(1)(12)(1), by revising it to state "Must hold the Visitor status in accordance with the STAR Act 2020".

Part 4: Repeals

  1. The STAR (Veteran Accountability) Order 2020 is repealed from statute law.
  2. The Prosecution (Veteran Accountability) Order 2020 is repealed from statute law.
  3. The Presidential Awards (SoVA) Act 2020 is repealed from statute law.
  4. The Democracy (Candidacy Requirement Adjustment) Act 2020 is repealed from statute law.
  5. The Democracy (Candidate Waiver Transparency) Act 2020 is repealed from statute law.

IN THE HOUSE OF REPRESENTATIVES, on February 2, 2021
Mr. KING (for himself (Martin-:) and Mr. COTTON (amazingconnor)) introduced the following bill; which was referred to the Joint Committee on Ways and Means.

This bill is vitally necessary for the several statuses and presidential awards, and will be an effort to digitize the statuses and presidential awards. Further, attaining any statuses or presidential awards will rely more on reaching the actual requirements and actually being awarded an award. Currently, we rely too much on habbo groups to show off these statuses when it becomes more and more important to implement an actual effort to keep such logged on the website. With the enactment of this bill, statuses and awards will be considered attained when it is logged by the the Authority (Secretary of Veteran Affairs); this means that individuals can possess a status or an award without actually having the habbo group to show it. This will also heavily cut back on our need for actual badges to keep track of these statuses, in line with Habbo no longer allowing favoriting of badges and badge administration becoming more difficult. The badges will still, however, remain legislated as a way to actually show these statuses on Habbo, but it will be easier to remove these badges if it ever were to become necessary.

This measure will come with a digitization effort part, requiring the Authority (the Secretary of Veteran Affairs) and the EOP to log any unlogged status and presidential award, this is to make sure these people attain their status and have it logged on the Website, when they might have acquired their status before the website being created or before the initial tool of registering Veteran or VIP acquirement became available.

  5. The Democracy Act 2019 is amended—
    1. In P1, S9(1)(4), by revising it in its entirety to state the following:
      1. "Any employee may run for President, ignoring the requirements for said office, if they:
        1. Hold the Veteran status in accordance with the STAR Act 2020; AND
        2. Are accepted by the BoT, via motion, to run"
    2. In P1, S9(1), by inserting a new clause to state the following:
      1. "Any employee may run for Vice President, ignoring the requirements for said office, if they:
        1. Hold the Veteran status in accordance with the STAR Act 2020, OR
        2. Hold the Very Important Person status in accordance with the STAR Act 2020, AND
        3. Are accepted by the BoT, via motion, to run"
           
  6. The Employment Act 2019 is amended—
    1. In P3, S2(1)(3), by revising it in its entirety to state the following:
      1. "The person—
        1. Is a former President; OR
        2. Is a former Vice President; OR
        3. Holds the Veteran status in accordance with the STAR Act 2020; OR
        4. Holds the Very Important Person status in accordance with the STAR Act 2020; OR
        5. Holds a presidential award, discounting the Presidential Medal of Freedom, in accordance with the Presidential Awards Act 2019;"
           
  7. The Badges Act 2019 is amended—
    1. In P1, S3(1)(1)(1), by revising it to state "Must hold the Veteran status in accordance with the STAR Act 2020".
    2. In P1, S3(1)(2)(1), by revising it to state "Must have been awarded the medal in accordance with the Presidential Awards Act 2019".
    3. In P1, S3(1)(3)(1), by revising it to state "Must have been awarded the medal in accordance with the Presidential Awards Act 2019".
    4. In P1, S3(1)(4), by inserting a new subclause to state "Must have been awarded the medal in accordance with the Presidential Awards Act 2019".
    5. In P1, S3(1)(5)(1), by revising it to state "Must have been awarded the medal in accordance with the Presidential Awards Act 2019".
    6. In P1, S3(1)(10), by striking it in its entirety.
    7. In P1, S3(1)(12)(1), by revising it to state "Must hold the Visitor status in accordance with the STAR Act 2020".
    8. In P1, S3(1)(13)(1), by revising it to state "Must hold the Special Donator status in accordance with the STAR Act 2020".

Part 4: Repeals

  1. The STAR (Veteran Accountability) Order 2020 is repealed from statute law.
  2. The Prosecution (Veteran Accountability) Order 2020 is repealed from statute law.
  3. The Presidential Awards (SoVA) Act 2020 is repealed from statute law.
  4. The Democracy (Candidacy Requirement Adjustment) Act 2020 is repealed from statute law.
  5. The Democracy (Candidate Waiver Transparency) Act 2020 is repealed from statute law.
